Are you sure it's version 3.1.5? The authorization attribute was
introduced in version 3.1.4 and I don't see a way that it wouldn't
function if the command-line works.

Here I'd be interested in knowing what OS you're using, but clearly
this is implemented in version 3.1.3 and later.
The command-line programs will give the version with, say "htdig -?"
as part of the usage message.
How did you install the program--was it a binary package or from
compiled source?
