If htmerge can't open db.wordlist, it's almost invariably because
htdig didn't create one because it didn't index any documents.

htdig may not be working as well as you think it does. Just because
there's no error messages, doesn't mean it indexed everything you want.
You need more verbose output to get to the bottom of this.
