Hm.
I didn't have a /usr/share/locale/no_NO, but I did have
/usr/share/locale/no_NO.DIS_8859-15 and
/usr/share/locale/no_NO.ISO_8859-1.
I just symlinked no_NO.ISO_8869-1 to no_NO, and htdig stopped
complaining...

Locale problems are all too frequent in the list archives, but
unfortunately there's no universal fix to these. It all depends on
where the problem lies. I'd suggest checking in /usr/share/locale to
make sure there's a no_NO directory in there, and that this directory
contains an LC_CTYPE file.
I don't know about FreeBSD 4.4, but some systems don't have properly
functioning locale support at all (e.g. many libc-5 based Linux
systems),
and many don't have complete locale tables installed.
