Sure. The current production version (3.1.5) has a few compilation
problems with MacOS X, but the snapshots work fine for me. (Admittedly, I
haven't upgraded to 10.1.)

Should you be looking for commercial support, Tenon Intersystems includes
ht://Dig as part of their iTools suite.

Yes, though you'll probably want to install the Cygwin toolkit to compile
the code. Some people have reported mixed success with this, but since we
don't have access to a testing machine, it's hard for us to iron out the
problems.
