[htdig] Problem indexing site

I'm new to htdig and am trying to add htdig to a client's site. I'm having trouble indexing the site. I've specified the start_url in the config file, but rundig only indexes that one file. There are definitely hypertext links in that homepage, although they are all around images. I've even added some text links to the page but to no avail. I have even created a urls_to_index file and made that the start-url, but again, rundig only results in my urls_to_index page being indexed, nothing else. There must be something obvious that I'm missing. Below is the result of the indexing process.
