As a rule, no, you can't count on the stability of snapshots, because
they're works in progress.  However, 3.1.6 is nearing completion, and
is very stable.  I'm running the Sept. 16 snapshot on our web site.
It's more solid than 3.1.5.  Most of the remaining issues (other than
documentation updates) are performance and portability concerns, so
you'll find out pretty quickly when you test it whether these will be
a problem for you.

I can't give you a release date, but I'd guess that within a month is
likely.
