According to Utz Graafmann:

There are bugs in htmerge in versions 3.1.5 and earlier that
would account for such problems, especially if indexing accented
characters.  I'd recommend you upgrade to the 3.1.6 snapshot in
http://www.htdig.org/files/snapshots/ and use that version of htmerge.
I also recommend you set the LC_COLLATE environment variable to "C"
before running htmerge, as the 3.1.6 rundig script does.
