403 Problem Solved --- Thank you.
I added FollowSymLinks to the block below in
/etc/httpd/conf/commonhttpd.conf .....
<Directory /var/www/cgi-bin>
AllowOverride All

Options ExecCGI FollowSymLinks
</Directory>
.....then apachectl restart, and it has fixed the 403 Forbidden
problem. Now, it returns a blank page but I think I fixing COMMON_DIR
is the answer.
