Yes, I tried to force only local URLs so they would be index via the filesystem, and 
not via HTTP.  But thats not working either.

I start rundig..and it just _sits_ there..and finally gives this output.

Is the local_urls_only a recent addition? Without this being set
to true, I think htdig would have fallen back to HTTP. From what I
can tell your webserver is configured to generate index pages, so
the fallback would have resulted in a page of links to each file
in the specified directory. This would have given htdig the start
it needed for indexing all of the individual message files.
