Thank you Gilles for your response. I made the changes you suggested and it still does not work. I wonder if it is the combination of the two lists I built that is the problem.

The Restrict list works, the Exclude list does not.

Assuming the line above was wrapped by the mail program, and is in fact
just one line in your config file, it's correct except for the trailing
backslash.  The trailing backslash means "continued on next line", so it
should appear at the end of all but the last line of a multi-line definition.

The same goes for this definition, again assuming the mail program caused
the wrapping after council/ and minutes/.  The final backslash after "News"
should be removed.
