As Jim mentioned, you can as long as the two machines have compatible hardware. That you're getting internal server errors after copying the database suggest the copy is either corrupt or incompatible. If you're not FTP'ing the files in text mode (which would be an obvious source of corruption if you were), then it's most likely the machines are incompatible. Upgrade to 3.1.6 if you're not running it already, then you can use htdump and htload to transfer the database in ASCII format from one machine to the other.
