The only differences are the path and options to curl.  I don't see
a problem with any of those, based on the curl man page on my Red Hat
7.2 system.  Finding out the records that the handler puts out is a bit
of a trick, since it appears that no level of verbosity will get the
ExternalTransport.cc code to output these.  I think the only thing you
can do is to try running handler.pl manually from the command line, e.g.:

  handler.pl https https://host/path/to/your/file.pdf /path/to/htdig.conf

That should show you what htdig would receive from the handler for
that URL.
