Which snapshot of 3.2.0b4 are you running? If it's older than the October 14, 2001 snapshot, there was a bug in the handling of bad_querystr which may account for this problem. Try a more recent snapshot. If it's already a more recent one, then look around for a setting of bad_querystr somewhere in your config file, or in a file included by your config file. -- Gilles R.
