[htdig] exclude not working

I am trying to exclude files that start with index.. and some files that are in the root of the site. I put in the cof file exclude index and the root file names but it did not work. So I tried it backwards with restrict: for the root files, that did not work either. I still get these file as results. Am I missing something? I am working on a solaris system if that is of any constellation. If any one can help I would very much appreciate it.
