        * htlib/URL.cc (URL): Fixed to call normalizePath() even if URL
        is relative but with absolute path. Should fix bug #408586.

The solution in the bug report didn't address the problem at its root,
so I took a slightly different approach to fixing it.  Please let us
know whether 3.1.6 solves this problem on your friend's system, or if
the bug persists.
