No, it's a bug that has been fixed in the new mifluz code used for the word database in 3.2 (mifluz is an offshoot of the ht://Dig development). Unfortunately, the developer who wrote mifluz and had helped to merge changes back into ht://Dig has dropped off the map a while ago. I'm well into the process of re-integrating the latest mifluz code.
