The excerpt routine (Display::excerpt) is in htsearch/Display.cc. I believe all of the markup is stripped from the page content before the excerpt text is stored, so I am not sure how you would reconstruct a paragraph. It might be necessary to modify the way in which the excerpt text is originally stored such that you have the information necessary to reconstruct what you need. For that, you would probably need to look at some of the parse methods in the htdig code.
