Are there tools available that will natively do as you ask?
I don't know because that is outside my area of expertise.
But I do see that Htdig might be able to help you.

As a native solution, it would not appear to fit your needs.
Htdig indexes a Web server according to parameters that
you establish then, in response to search queries, searches
the index built in the first step and displays results by using
a template and criteria that you can modify.  Note that the
display is usually accomplished through CGI.  Having said
that, you might use a workaround solution.  You could, for
example, use Htdig to build an index, generate results from
CGI, and save results from every inquiry as static pages.  If
you do this, you would need to modify the path in the results
to fit the paths on your CD-ROM.  With a good knowledge
of your OS and thorough reading of Htdig's documentation,
creating a fully indexed CD-ROM should be fairly simple.
