If you're worried about asking a question that's been discussed before,
you should start by skimming through the FAQ, and possibly also searching
the mailing list archives.

No, that's an oversimplification of the threads.  The LC_COLLATE=C solved
the problem of words disappearing from the final word database when a
locale-aware sort program intersperced accented and non-accented words.
This wasn't the only cause of words disappearing.  There were also bugs
in htmerge's -m handling that led to similar problems, regardless of
how sort collated accented letters.  That problem required patches to
the C++ code.  Both of these problems were fixed in 3.1.6.  If you're
using 3.1.5 or older, that would account for the lost words after merging.
