In the Next and numbered page links in the footer
of a search results page, the generated URLs use ';' instead
of '&' to separate CGI variables:

/cgi-bin/htsearch?config=htdig;method=and;words=foo

I've got a version
of CGI.pm that won't accept ';' as a separator and
needs to use '&'.  Why is '&' not used by default, and
how can I get it to be used?  I can't find a configuration
attribute that does that.
