Conor, It looks like the User32.dll failed to initialize for some reason. http://www.ads.ca/devtools/updErr.html
Did you try rebooting the server? If that doesn't work you could try extracting the dll from the I386 directory and replacing the current user32.dll in the system32 directory. I have the latest version of cygwin installed, and can still successfully run htsearch from the comman line.
