This doesn't mean you can't set up a local webserver. If you have 
Apache, you can set access only from a particular IP (i.e. your IP or 
127.0.0.1 for localhost). Apache will gladly create the directory 
indexes.

Well, the one suggestion I'd have is to try a snapshot of 3.2.0b4, which 
will handle file:// URLs, including generating directory indexes 
on-the-fly.
