No, it's not. The ht://Dig installation process should set your cgi-bin 
directory for Apache. I'm guessing you're using some sort of binary 
package. (BTW, having a root /htdig-$VERSION/ directory goes against 
most people's directory organization.)

Yes. Apache must be able to find the htsearch CGI. So it's best to move 
htsearch into the "proper" location for your Apache installation.
