I think it means the amount of bytes from the top of each document stored in the databases.
What for?
The only reason I find is for htsearch to properly build the excerpts while displaying the matches.

As max_head_length increases, the probablility of the searched string to be included in the stored data increases as well.

If the search string is included in the stored data, the excerpt (or excerpts) htsearch builds will contain it (the search string), surounded by context text, what helps to the user to identify which matches are usefull or not.
If the search string is not included in the stored data, the excerpt will only show the first few characters of the document.
