I think you mean the <noindex follow> and </noindex> tags referred to in http://www.htdig.org/FAQ.html#q4.15 (this only works with 3.1.6 or recent 3.2.0b4 snapshots). Either this or adding link tags to make up for the ignored <a href...> tags will do.
