Well, given that you're not feeding any https URLs into htdig, you can get rid of the url_rewrite_rules line above. That's the only version that supports search_rewrite_rules right now. Try running "/path/to/your/cgi-bin/htsearch -\?" to see what version it is. If it's 3.1.6, either search_rewrite_rules processing is simply not working on your system, or perhaps more likely htsearch isn't seeing your setting of this attribute (see http://www.htdig.org/FAQ.html#q5.31).
