You will need some sort of shell access (e.g. telnet, ssh) if you want to build/install ht://Dig on the server.

Is it possible that I could compile/configure on my
own PC, then upload the compiled and configured files
to my webhost?

It is possible, assuming that your PC is sufficiently similar to the server both in terms of hardware architecture and operating system. You might also be able to manage something with a cross compiler, but that gets messy ;)

The problem is that my webhost does not offer telnet access...

In that case, you might want to check with them before you do anything. If they do not provide shell access, they might not want people building apps on their server.
