We'd have to see output from the server (e.g. from htdig -vvv) to know
this. As of version 3.1.6, modification_time_is_now is set to true by
default as this really should be the correct behavior. If a date is not
returned by the server (e.g. because it's dynamic content, a CGI, SHTML,
etc.) then the current time at indexing should be used.

If you set the use_doc_date attribute in your config file to be true and
the HTML files have these META tags, they will be used as the date in
search results.
