htmerge: error while loading shared libraries: libhtnet-3.2.0.so: cannot
open shared object file: No such file or directory

Red Hat ships a 3.2 beta version. If you are trying to install anything else (e.g. 3.1.6, which is typically the only version recommended for production) then it sounds like you have two ht://Dig installs, which might be confusing matters. If this is the case, you might try to rpm away the Red Hat version.

The error message itself implies that the ht://Dig 3.2 libraries are not installed at all, not installed in the correct location, or installed in a location that cannot be read by the user executing htmerge, etc.

I have serached the hard drive and libhtnet* does not exsist. I have tried
clearing off the install (as best I could), and re-installing, and still
have the same problem.

For a typical ht://Dig 3.2 install, the libhtnet files would be in a lib subdirectory under the directory you specify for the ht://Dig install.
