According to J. op den Brouw:

That's what I did a couple months ago, but you have to take Red Hat's
htdig .spec files with a grain of salt because there's a few aspects
of setting up htdig that they just don't get yet, so the package doesn't
work right out of the box without some config fixes.

Also, if you want to stick to the 3.1.6 stable release, then it's best
to remove their htdig and htdig-web packages and install the htdig316
and htdig316-web packages from http://www.htdig.org/files/binaries/,
which I finally uploaded this morning.
