It works now thanks to something Gilles suggested off the list (because I hit reply instead of directing my comments to the list). The problem was that I was not using the specific http address and was trying to get htdig to search from the web root address. This apparently worked in the configuration in RedHat 8 but for some reason it does not work with the RedHat 9 install.
