Not at the moment.  htdig only supports 8-bit character sets right now,
so it won't do well for CJK documents.  Although htdig can only support
one locale at a time, it will support multiple languages as long as they
share the same 8-bit character set - e.g. you can generally index English,
French, German, Spanish and Italian together with a locale like, say,
fr_FR, because they all use the same ISO 8859-1 character set.
