In Redhat9, Redhat added some krb5 dependencies in openssl. This results in errors with nearly all programs using openssl because kerberos resides in /usr/kerberos so that krb5.h is not found.
It is not by any means an elegant solution, but you might try editing Makefile.config.in so that the necessary include path (and library if necessary) is present. You could add the include path to the INCS variable. There are also variables for LIBDIRS and LIBS if you need to customize for a corresponding library. After making the changes, run configure as usual. I don't know for certain that this will solve the problem, but it is something to try if you haven't come up with a better solution.
