Either see http://www.htdig.org/FAQ.html#q3.8, or use the htdig316-*rh9*.rpm packages from http://www.htdig.org/files/binaries/
Note that in either case, you may want to uninstall the htdig and htdig-web RPM packages that usually get installed on Red Hat 9, as they are built from somewhat buggy and old 3.2.0b4 development snapshots, and may end up conflicting with the 3.1.6 stable release you want to install.
