According to Douglas Kline:

As the name implies, it's merely a test program, hence the lack of
documentation.  It's purpose was to test out a modified query parser,
without breaking the existing functionality of htsearch.  Beyond that,
I don't know what the status of this program is, nor the new query parser
for that matter.
