I find exactly the same strange characters (displayed as � on my machine) in the searched pages, e.g. when searching for "storm" and following the first link to http://mauiprodws.pdc.org/storm_surges.php, and then looking inside the page source for "storm" again, I get <img border="0" src="images/sub_bullet.gif" align="absmiddle" width="2" height="2"> Storm Surge</a> So there's something wrong with your PHP script rather than with htdig.
