As Todd stated here (and how I interprete it), he wants a search engine and 
thinks, ht://Dig is a commercial organisation which has the service to 
configure ht://Dig for _his_ needs. I think here the words "there software" 
is a typo and should mean "their software".

Of course, I can be wrong, too :)))).
