It's been a few years since I had to use IIS (thankfully), but it looks
as if the htsearch executable is not running.  Could be a permissions
problem, could be that you're out of CALs, could be a config issue.

While doing tech support for a commercial search product (Muscat), I
once had a customer with Win2K/IIS who could _never_ get a GCI script to
run on one system, although as far as we could tell it was identically
set up to systems that were fine.
