I am not much help on the subject of multilingual installations, but
there is at least one document that describes quite well how to do what
you are trying to do. Search the mailing list archives a little. The
document being referenced was prepared around the beginning of 2003 if
I'm not mistaken.

I need your help on htdig. We use htdig as the search engine of the
University of Cyprus web site (English and Greek), version 3.1.6. This
time we have a problem with all English words which we use as keywords
for search although are exist in the site we got the message of
“doesn’t match”. With Greek words we do not have problem, it locates
everything. What do you suggest to do to resolve the problem?
