This looks great to me. There are a few technical details about where
attributes lie (remove_default_doc doesn't quite fit "where" or "how"), but
the categories make a lot of sense. The URLs is probably better merged into
"how" since common_url_parts provides URL compression and this category
changes how URLs are stored.

One solution is to put them in both, each file to emphasize a separate
point of view. That doesn't seem like a great idea though. Maybe we go to a
more arbitrary tiebreaker like alphabetical by filename? :-)

A more serious tiebreaker might be order of process: indexing,
merging/output, searching. I'd want to know about the indexing aspect of
something while I'm setting it up. Then I can worry about searching later.

Three of your question marks, bad_word_list, minimum_word_list, and
valid_punctuation fall in the same two categories. I'd probably put them in
indexing control and provide a blank entry with link in the search control.
The fourth is iso_8601, which I'd probably put in extra output with a link
in presentation.
