Plans 1 and 2 sound good, given a "trial implementation" to see
the space consumption for plan 2.

I don't understand plan 3; maybe you could elaborate on the
'word ids of "before" and "after"' bit?

Perhaps a generic favor-space-and-speed-to-having-phrase-search
configury option?
