Yes. This is an obvious problem, but when I asked people earlier for
standards, no one could give me a reference.
Part of the problem is that we do not convert between charset encodings.
This will be necessary for improved internationalization. But I'm not
thrilled about having to write that kind of code since it seems it must be
around somewhere. Specifically, it would be *wonderful* if someone could
find a real Unicode library, since we could then just store everything as
Unicode internally...
