I agree that it's confusing, but my concern is that by changing
wrapper.html to be the default, we'd end up breaking existing setups.
Why?  Because the locations of header.html and footer.html are currently
compiled in defaults, which a lot of users don't explicitly override
in their htdig.conf.  So, if we take out those defaults, and make
wrapper.html the default, many existing sites would, upon upgrading to
the next release, automatically switch over from their current customized
header.html and footer.html to a non-customized wrapper.html.

That may be worth doing for 3.2, which will change a lot of stuff, but for
the upcoming 3.1.2 maintenance release, I'd rather hold off.
