Thank you Gilles; I haven't yet examined the results thoroughly, but it
seems to be doing what it's supposed to do. I have placed the patch in
ftp://ftp.ccsf.org/htdig-patches/3.1.5/Retriever.cc.0

I will look into using exclude_urls. It may free me from having to worry
about applying a compatible patch every time a new version is released;
however, I believe an integrated duplicate prevention mechanism, at least
for local digging, is highly desirable.
