Perhaps the "multiple database" feature that I submitted
sometime back may be useful to you. I believe it is being
merged in the 3.2.x stream. Meanwhile, you can find the
patches for 3.2.x stream and 3.1.3 at the following URLs.

With this feature, you could create separate databases for
the three things you mentioned. During htsearch, you can
perform searches against one or more such databases at the
same time without using exclude and restrict rules.
