No, that's the current development code. It has not been released as
3.2.0b3 yet.

The 3.2.0 release will be released when it's finished (and not before).
There are still a few fairly major hurdles to clear before that time, and
my guess is that it will involve a 3.2.0b3 and a b4 as well. Many people
already seem to be fairly satisified with the current 3.2.0b3 snapshots.
