a) Have a look at the dictionary list for international iSpell at
http://fmg-www.cs.ucla.edu/fmg-members/geoff/ispell-dictionaries.html
b) You have to set a proper locale in your htdig.conf. The actual
value depends upon your system but I think "locale: fr_FR" will
work in most cases.
