There are many bugs in the exclude code in version 3.0.8b2, which have
since been fixed. I don't know if these are the problems you're noticing,
but it could be a factor.
I *highly* suggest upgrading to 3.1.1. There's some slight pain in
rebuilding all your databases from scratch, but it will make your life much
easier.
