We are in the process of developing policies for the use of htdig-keywords meta tags on web pages. We have a very de-centralized development environment and need to be able to explain to page developers of varying skill levels how to select keywords. For example, this is a library web site. If 300 pages have the keyword "library" the value of keyword weighting is cancelled out. We don't want to institute a "controlled vocabulary" but just want to help folks make "good choices." I'm curious if others have developed "policies" or "recommendations" that they would be willing to share.
