Can I respond by saying don't use local_urls?

Unless you use the local_urls attribute, htdig will get the files from the
HTTP server, so it sees what the browser sees.  It won't know what parts
came from which files the server included.  It'll just see the whole
resulting page as one file.  If on the other hand you use local_urls,
it bypasses the HTTP server and reads the file directly, so it will
skip the included bits.
